Bundaberg will hit a tragic milestone on Tuesday, marking 20 years since the Childer's Palace Backpackers Hostel fire.
Nine women and six men perished in the blaze deliberately lit by Robert Paul Long.
Due to COVID-19 restrictions, there is no official memorial but the Bundaberg Mayor and Deputy Mayor will lay a wreath to honour the 15 who perished.
Deputy Bill Trevor said he has personally delivered dozens of letters to the parole board calling for Long to remain behind bars.
"There's anger that Robert Long hasn't been charged for the other 13 murders and that he could be released on parole in the next week," Mr Trevor said.
"A lot of people are reliving the drama they went through in getting out of the building."
